Meet the Board... 

SHCA’s founding board members are Rachael Geerlings, Juliëtte Hassell, Brigitte Fränkel,  Migdala Clarinda and Tess Blom. We are connected to Human Resources in different ways, however, we all share a passion for the HR profession and are committed to bringing those HR topics to the forefront that are important to our membership.


Rachael Geerlings has a master’s degree in business administration from the University of Maastricht in the Netherlands.  She has a 15- year career in matters of Human Resources, Business Management and since the last 3 years, Risk management.
As  Chairlady of the SHCA, she looks forward to creating a solid foundation on which all current and future HRM professionals can stand with confidence.


Rachael Geerlings 


Juliëtte Hassell has a bachelor’s degree in Management Economics and Law from the Hogeschool Holland in Diemen the Netherlands. She has over 20 years of management experience gained among others as Marketing manager and Project team member airport expansion at Princess Juliana International Airport, Manager by Little Switzerland and HR/Communications Manager by St. Maarten Medical Center. Since 2014 Juliëtte Hassell is Senior Advisor by FWG Progressional People, an organization specialized in HR-solutions ranging from hands-on HR advise, job description classification systems, strategic personnel planning, cla negotiations, assessments, and training. She looks forward to collaborating and connecting with other HR professionals and developing SHCA to a significant partner for its member base. 


Juliëtte Hassell 


Brigitte Fränkel was born and raised in Amsterdam, where she also completed her education. St. Maarten is her home now for 21 years. Her affinity with the HRM field became more profound during the last 6 years after completing various HR courses. Since 2013 she is working as an HR officer at the Algemeen Pensioenfonds Sint Maarten.
She takes pride in being a founding member of the SHCA. As a board member, she is committed to ensuring that SHCA has an added value to the community of St. Maarten and the surrounding islands.


Brigitte Fränkel


Migdala Clarinda completed her studies in Dutch law, with specialization in International and European law at the Leiden University in 2005. During the period 2006 until 2017 she held various functions in Sint Maarten, such as Legal Advisor for the Government, Legal Counsel and Interim HR Manager at the Princess Juliana International Airport, Secretary General of the Council of Advice and Chief of Administration at the Princess Juliana International Airport. Since 2017 she works as an independent entrepreneur in her consulting business ‘A1 Consultancy Services & Solutions’, which is specialized in legal, compliance and management services and advice for companies and (semi-) Government institutions. Migdala Clarinda is also the Sint Maarten member on the Law Enforcement Council.


Migdala Clarinda

Tess Blom hails from the Netherlands. Since August 2012 she has made St. Maarten her home and joined the Mental Health Foundation, where she held various functions. She has worked as a lecturer in HRM at the University of St. Martin and this year started as HR advisor for FWG Progressional People, an organization specialized in HR consultancy.
In 2018 she obtained her master’s degree in HRM. The subject of her research was "the status of HRM and Strategic HRM in St. Maarten". One of her findings was that a professional HR association would be very good for professionalizing and promoting the HR profession on Sint Maarten. Tess is delighted to be part of the association and looks forward to helping set up an exciting program!
